According to the administrative penalty, on November 1, 2016, law enforcement officers of Beijing Chaoyang District Environmental Protection Bureau supervised and inspected dongxindian gas station on Jingshun road of Beijing Shell Oil Co., Ltd. Dongxindian gas station on Jingshun road of Beijing Shell Oil Co., Ltd. is in normal operation. There are 7 gasoline dispensers and 22 gasoline dispensers on site. Among them, No. 5-13, 5-16, 7-19 and 7-22 gasoline dispensers were stopped, and three staff members were refueling the motor vehicles. On the same day, Beijing Chaoyang District Environmental Protection Bureau entrusted Beijing Huashi North Detection Technology Co., Ltd. to conduct the supervision test on the tightness, liquid resistance and gas-liquid ratio of dongxindian gas station on Jingshun road of Beijing Shell Oil Co., Ltd. According to the test report (Report No.: edd46i004932) issued on November 3, 2016, the airtightness of the oil and gas recovery system of dongxindian gas station on Jingshun road of Beijing Shell Oil Co., Ltd. is unqualified, and the gas-liquid ratio test results of 1-5, 3-8, 3-11, 4-9, 5-14, 6-15, 5-17, 7-23, 8-21 and 8-24 gasoline dispensers are 1-5 (fast gear 0.97, slow gear 0.99) and 3-8 (fast 0.99, slow 0.95), 3-11 (slow 0.99), 4-9 (slow 0.98), 5-14 (fast 0.00, slow 0.00), 6-15 (fast 0.86, slow 0.89), 5-17 (slow 0.98), 7-23 (fast 0.96, slow 0.92), 8-21 (slow 0.99), 8-24 (fast 0.95, slow 0.97). The gas-liquid ratios of the above 10 gasoline dispensers do not meet the gas-liquid ratio limits (1.0-1.2) specified in Beijing gas station emission control and limitation (DB11 / 208-2010) Shell violated Article 47 of the people's Republic of China Law on the prevention and control of atmospheric pollution in Shunyou gas station.
